A very wise and timely move. We see the emergence of many renewable projects without regard to the existence of transmission facilities to connect the project to the grid or, even just to the nearest distribution utility. if it is not included in the transmission dev plan, the pressure is passed on unnecessarily to NGCP. Then, there is the issue of cost. The generation cost quoted normally excludes transmission and battery. Then, there is the issue of reserve. Too many renewable projects will affect the determination and provision of ancillary. The impact on ancillary services should also be addressed hand in hand or, the adequacy of reserves will be a difficult issue to address later when all the projects are already on stream.
