Academic Background

Atty. Lachica received his Bachelor of Laws degree from Silliman University in 2004, having graduated cum laude and at the top of his class. He was admitted to the Philippine bar in the 2005.

He received his Bachelor of Science in Civil Engineering degree from the same university in 1997, likewise having graduated cum laude and at the top of his class. He obtained his professional license as an engineer, placing 10th in the national licensure examinations for civil engineers.

Industry Experience

He has extensive experience in the power industry, being directly responsible for the administrative and regulatory approvals of up to 2000 MW of generation capacity with both conventional and renewable energy sources.

With a background in litigation and labor law, he has worked in the industry since 2006, with the unique experience of having represented clients from all sectors of the industry – generation, transmission, distribution, and supply.

His experience in the industry covers a broad range of legal, technical, and commercial concerns, including regulatory approvals for various commercial arrangements such as power supply contracts and ancillary service procurement agreements, project development, permits and licensing, dispute resolution, rule-making, competitive selection for power supply, transmission grid connections and service agreements.

Formerly the Head of the Regulatory Division of the Office of the General Counsel of the National Grid Corporation of the Philippines, he was primarily responsible for the comprehensive management of the legal aspects of all regulatory and tariff matters in the transmission sector, as well as various transactions between the grid operator and industry participants.

Engineering Background

Atty. Lachica has an engineering and mathematics background, allowing for a significantly greater and more effective contribution to clients’ interests with a more in-depth understanding of the technical and financial aspects of clients’ concerns.

He previously worked in the academe as a lecturer on engineering courses involving higher mathematics and engineering theory, such as structural steel design, prestressed concrete design, route surveying, among others.
